That's about the way mainstream science, under political control, actually works. The good stuff is co-opted and hidden and the only money the public scientists get is for stuff that leads nowhere. Only way for good scientists to get out of the trap is to work on their own and few can afford to do that. You can't eat great ideas that the government doesn't want you to work on and bring to the public!
